KUALA LUMPUR – Manufacturing and manufacturing-related services (MRS) approved by the government during the total lockdown from June 1 to 14 will need an International Trade and Industry Ministry approval letter, which can be downloaded from the Covid-19 Intelligent Management System (CIMS) 3.0.
The ministry in a statement today said for sectors other than manufacturing and MRS, they are required to refer to the National Security Council or relevant ministries regulating their sectors.
Effective 8pm today, manufacturing firms already registered with CIMS 3.0 are required to download the new approval letter and, where necessary, update their workers’ list.
For those that have yet to register, submission can be made from tomorrow. Details on how to register with CIMS 3.0 can be viewed via the ministry’s website.
“The ministry is not mandated to provide approval for sectors apart from manufacturing and MRS,” said the statement.
“These two sectors are allowed to operate to ensure minimal disruption to the supply chain of critical parts, components and finished products.
“This is essential to support the continued operations of critical infrastructures and frontliners, such as (those involved in) the security, healthcare, and information and communications sectors, as well as ensure adequate supply of basic necessities for the rakyat.”
Manufacturing and MRS workers will be required to show the approval letter, along with their company-issued letter of employment or staff identification card, to enforcement authorities during travel to and from their workplace.
The current standard operating procedure on workforce capacity remains at 60%, while manufacturers in “warm idle” sectors are subjected to a maximum workforce capacity of 10% and required to download the approval letter.
Below are the manufacturing and MRS allowed to open between June 1 and 14.
Services with 60% workforce capacity:
1. Aerospace, including maintenance, repair and overhaul
2. Food and beverage
3. Packaging and printing
4. Personal care products and cleaning supplies
5. Healthcare and medical care, including dietary supplements
6. Personal protective equipment, including rubber gloves, and fire safety equipment
7. Medical equipment components
8. Electrical and electronics
9. Oil and gas, including petrochemical and petrochemical products
10. Chemical products
11. Machinery and equipment
12. PPE textiles
13. Production, distillation, storage, supply and distribution of fuels and lubricants
Services with 10% workforce capacity (warm idle):
1. Automotive (vehicles and components)
2. Iron and steel
3. Cement
4. Glass
